General Rules 1.1 Definition and Status Off-Road vehicle trials are skill tests for both driver and 4x4 vehicle to overcome natural obstacles on specially steaked-out and sealed-off courses. Off-road vehicle trials take place over short sections with special characteristics in order to test the drivers ability to handle the vehicle with the aim of producing a high level of driver quality . -1- 1.2 Registration Conditions , Participant Requirements 1.2.1 All participants must have a valid driving licence of class B or C. Alternatively a EURO – Licence B or C. ( You must pocess a permit to drive a car , which is accepted in Austria or Europe to register for a trial ,VTM or National Championships). 1.2.2 Co drivers must be at least 12 years old and must fill in the Event Enrolment form together with the driver. 1.2.3 If the co-driver is less than 18 years of age they must produce a written consent of participation , undersigned by parents, next of kin or those responsible for the up-bringing. This must be written in English or German. 1.2.4 A National or International Off Road Club licence is not required by drivers or co-drivers. 1.2.5 The conditions of admission for the vehicles are as follows:- Ø Insurance or Ø Certificate of roadworthiness. (Trial vehicles do not require to be road registered) Ø Conformity to the sporting rules Ø Conformity to levels of noise emission Ø Seat belts and roll-bar or roll-cage Ø Power cut-off switch (groups M,PM + P) excluding Diesel 1.2.6 The external characteristics and general appearance of the vehicle should not damage the image of motor sport. 1.3 Registration, Registration fees 1.3.1 The Registration form distributed by the Event organiser must be filled out legibly in all parts. The form must be signed by the driver and any eventual co-driver 1.3.2 The Registration form can be faxed, e-Mailed or posted (to the organisations address as indicated). 1.3.3 The required registration fee must be transferred (without bank charges) to the given Bank account. All driver documents with the number of participants for each Nation must also be forwarded from the Nations captain. A copy of the Bank transfer must be sent with the registration form. 1.3.4 Only two drivers may start with the same vehicle. It is allowed for driver and co driver to exchange places. The vehicle must be clearly marked with both start numbers. At registration stage it must be made clear that the vehicle is a “Double start” vehicle. 1.4 Registration Deadline 1.4.1 The deadline for registration will be fixed ( date / time ). All enrolments must arrive at the organisation by this deadline. 1.4.2 A change to given details , categories and vehicle groups after the deadline is not permitted. 1.5 Registration refusal 1.5.1 The organiser reserves the right to turn down a registration without declaring a reason 1.5.2 Registrations will be turned down if they arrive after the deadline, are not filled out correctly or clearly, are not accompanied by the registration fee or if the driver or co-driver, or vehicle do not have the necessary requirements for participation. -2- 1.6 Confirmation of Registration It is possible to receive confirmation of registration from the organisers if required 1.7 Acceptance of Registration The organiser is not obliged to give written confirmation that the Registration has been accepted. The contract between organiser and participant commences upon receival of the registration. 1.8 Registration Contract With this contract the driver and eventual co-driver are obliged to participate in the event under the rules as stated in the Regulations. The organisation must give the participant the place and deadline for the registration. 1.9 Withdrawal 1.9.1 The participant can withdraw if: Ø the event is cancelled or transferred within 24 hours, Ø the organiser shows an unjustified lack of participation. 1.9.2 Only in the event of cancellation within 24 hours does the participant have the right to the reimbursement of the registration fee if requested within the time limits. 1.9.3 The organisation reserves the right to a withdrawal until the deadline of the registration even in accordance with the afore mentioned points. In this eventuality is the registration fee following the deduction of the organisations costs refundable. 1.10 Start limitations and Groups 1.10.1 Participants vehicles must fall into one of the categories (attached). Other types of vehicles not listed will be considered if necessary by the trial manager and Technical control officer with an examination to verify the relevant group. The Groups are as follows : Ø Trial group O (Original Vehicles) Ø Trial group S (Standard Vehicles) Ø Trial group M (Modified Vehicles) Ø Trial group PM (Pro Modified ) exempt from the National results Trial group P (Prototype Vehicles) 1.10.2 A Participants vehicle outside of this groups will not be able to enter into the competition. 1.11 Documents and Technical Control 1.11.1 The documents for participant and vehicle will be checked before the competition. Once the drivers documents have been approved they will receive a Participant Pass and can proceed to the Vehicle Technical Control. After this check the vehicle will be issued with start number (s) and sponsoring stickers which are to be clearly displayed as indicated in the Technical Paddock. 1.11.2 The following documents are required :- - Valid Driving Licence - National Off-Road Drivers permit is not required - Vehicle Documents and Insurance - written authorisation from parents of minors 1.11.3 The participant must bring the vehicle with the necessary safety requirements, including Helmet and Overalls to the Technical control 1.11.4 Vehicles that do not meet the technical requirements will be refused entree. With repairs or changes to failed items it is possible to reassess the vehicle. If a vehicle suffers damage after the original technical control or during the event then it must be checked following the damage and subsequent repairs, by the Technical control officer. 1.12 Technical Requirements / Control 1.12.1 Vehicles must comply to all Points of the relevant group before the Technical Control and during the whole event. 1.12.2 Following the Technical Control and for the duration of the competition it is not permitted to change tyre type or tyre size. 1.13 Training, Start Preparation and Drivers Briefing 1.13.1 Training or a practice run is not allowed in the sections. Each participant may only have one attempt at the same section. 1.13.2 The organiser may after the documentation check state which section and / or to which time a participant may start a section. 1.13.3 There will be a Drivers Briefing before the sections are opened. The Drivers Briefing is Compulsory and checks will be made 1.13.4 The organiser may declare closure times for individual sections. This will be announced at the drivers briefing and must be displayed until, at the latest, the end of the drivers briefing. 1.14 Cancellation of the competition
1.15 Completion of the competition and technical controls 1.15.1 The competition is completed when all the participants have completed all the sections or when the time limit, as written in the event details, is reached. 1.15.2 The Sport Officer, the Technical Control Officer or the Trail Manager can specify in the regulations, at the drivers briefing or during the event, which vehicles are to be brought into the "Parc Fermé". (Vehicle Paddock) 1.15.3 The vehicles concerned are (without condition) to be brought into the Parc Fermé at the end of the competition. They may only be removed after approval by the Trial Management. 1.15.4 After the competition and up to the end of the protest period it is not permitted to make any changes to the vehicles (until notification by the Trial Management). 1.15.5 The participants must remove or cover the starting numbers on the vehicles, if they intend to drive on public roads after or during the event. 1.16 The winner The winner of each group, is the participant with the lowest number of penalty points. 1.17 Disciplinary Actions 1.17.1 The participants in automobile-sport events are obligated to sportsmanship and fair behaviour. They must conduct each other, the organisation and the marshals with fair behaviour and to prevent against behaviour which could harm or damage the interests of the automobile sport. 1.17.2 Each neglect of these behaviour rules and the sport regulations can lead to a sport penalty. 1.17.3 The following points are examples of considerations for reasons for receiving possible penalties as in the afore mentioned points:- 1.17.3.1 Deception over deposit: Suspension (arbitral tribunal). 1.17.3.2 Participant not registered as official driver, attempted start : Suspension ( arbitral tribunal) 1.17.3.3 Participation with non – controlled / changes to vehicle: Exclusion from results (Trial Management) Suspension (arbitral tribunal). 1.17.3.4 Gross negligence : Suspension, deprivation of points in the championship, in less serious cases: Exclusion from results (Trial Management). 1.17.3.5 Without consideration to the driving rules: Caution leading to suspension (Trial Management/ arbitral tribunal) 1.17.3.6 Without consideration to instructions from the organizer or marshals or Trial Management: Caution leading to suspension (Trial Management / arbitral tribunal). 1.17.3.7 Refusal of a requested technical re-examination: Exclusion from results (Trial Management), suspension (arbitral tribunal). 1.18 Results A results list prior to the prize giving is at the discretion of the organizer. The results list must be made available or displayed, at the latest 30 minutes after the prize giving takes place. 1.19 Protest Procedures 1.19.1 Each participant has the possibility of submitting a technical protest against the vehicle of another participant if he believes that the vehicle in question does not correspond to the Technical Regulations of the Eurotrial. The protest letter is only to be given to the Trial Management. 1.19.2 Collecting protests or group protests will not be accepted or considered by the Trial Management and will be rejected. The definitions of a collected protest are: 1.19.2.1 Several participants sign and submit a protest together. 1.19.2.2 A participant submits a protest against several vehicles, even if it concerns the same reason. 1.19.3. The reason for a protest must be clearly recognizable and without doubt of elegibility. 1.19.4. To impose restrictions on a protest in the knowledge that there are no further consequences in the event that the protest is successful is irrelevant. The Trial Management must carry out an enquiry in the case of a protest in its entirety. 1.19.5. Protest periods are specified as follows: Protests of a technical kind against other vehicles must be submitted at the latest 30 minutes after the driver concerned has completed the competition. (within 30 minutes after handing in of the score sheet). 1.19.6. The Trial Manager may consult two further persons of his choice (when possible members of the Trial Management) to assist with a protest. This three-man committee will then advise and decide the outcome of the protest with consideration to the Trial Regulations, by a simple majority of votes. In the case that the persons consulted are participants of the event, they may not be drivers or co-drivers from the same vehicle class as the protest maker or the protested opponent. Furthermore it should be made certain that it concerns no club members of the persons concerned. 1.19.7. With the submission of a protest letter to the Trial Manager it must be accompanied by the protest fee, which can be determined annually by The European Trial Committee. The protest fee for 2004 amounts € 300. -. 1.19.8. If the protest is rejected as inadmissible or unfounded, then the protest fee will be retained by the organizer. 1.19.9. A protest can only be made against a vehicle from the same vehicle class. 1.20 Procedures for Appeal 1.20.1. It is permitted to the right to appeal against the decision by the Trial Management in the case of a protest. For an appeal from either the protest maker or the protested opponent to be considered it must be issued in writing to the Trial Management within 30 minutes following the initial decision of the protest by the Trial Management . 1.20.2. The Trial Management may also appeal against a decision of a protest made by the Trail Manager. This must also be in the form of a written appeal and must be submitted within 3 working days of the decision (dated post stamp / not by hand) to the 4x4 Trial Club Vorarlbergs´office. 1.20.3. In the case of an appeal letter either from the protest maker or the protested opponent being sent to the Trial office then it must be accompanied by the appeal fee of €400.00 1.20.4. The arbitral tribunal of the 4x4 TCV consists of 4 members of the board and decides by a simple majority of votes. With equality of votes the voice of the Chairman alone decides. 1.21 Non-liability With the Registration and payment of the Registration fee it is accepted by each participant without doubt or grounds for appeal that the Trial Management accepts no claims for liability in the European championship for either physical / personal or legal damages or responsibilities. The participant accepts the risks and liabilities involved in the event personally and not the Trial Management or the individuals carrying out duties within the Trial Management in respect of personal or legal claims including third party (as written in paragraph 1295, 1297 ABGB) oblitorgary rules in accordance with danger and consideration to others without claims for damages. The signature expresses acknowledgement of liability without appeal for all cases whether civil or criminal for damages caused to him/her or by the vehicle used by him/her. Furthermore the signature expresses without contest for further claims under whatever Justicial Title, in particular from Error. Each participant declares without exception that the Vehicle has an adequate and legally recognisable Insurance cover and that it is valid for this event. These regulations apply also to the co-driver. The participant hereby declares that the co-driver is fully informed. Parents are responsible for children. Austrian road traffic regulations apply regarding consumption of alcohol. The official Austrian version must be consulted for all legal translations ! |
